What Makes an Attractor Sovereign
Pays its own way
Nothing runs on nothing. Every persistent structure draws on something outside itself, and no structure escapes that. Sovereignty is not freedom from the world. It is the question of who is paying, and who is doing the structuring.
The distinction it settles
An attractor holds itself together. An attractlet only looks the part; something outside it is holding it together, and when that something stops, the structure goes with it. Sovereignty is the criterion that separates the two. It is the test for whether a structure is genuinely self-maintaining, or whether its apparent stability is borrowed.
A running engine looks stable. It cycles, it recovers from small disturbances, it persists. But it did not make its own cylinder walls, it does not make its own fuel, and it did not light its own spark. The boundary and the supply are handed to it. Remove the hand, and the loop stops. The engine is the canonical attractlet, and sovereignty is what it fails.
The four conditions
Sovereignty is a test, and it has four parts. All four must hold. This is a threshold, not a score: a structure either meets all four or it is not sovereign. There is no partial credit.
- Condition 1Recursion Lock. The loop closes. What the structure produces feeds the process that produces it. Not a chain running forward, but a circuit folding back.
- Condition 2Internal Recurcline Persistence. The structure's identity is carried forward by its own accumulated dynamics. It holds a history. What survived before conditions what can happen next.
- Condition 3Boundary Retention. The structure produces and defends its own boundary, and that boundary is identity-bearing: it holds an interior in a state genuinely different from the outside, and maintains that difference. A self-sustained edge is not a boundary. A gradient is not a compartment.
- Condition 4Maintenance-Bearing Continuation. It runs at cost, always. There is no regime in which it persists for free. If the cost stops being paid, the structure ends.
Is Condition 4 just the electricity bill?
It is a fair first reading, and it is half right. A recurring, non-optional running cost that ends the thing when it stops being paid — that is exactly the shape of Condition 4, and an electricity bill is a clean picture of it. The cost is real, and it never goes away. So yes: the cost.
But watch who pays. That is where the condition does its real work, and where the electricity bill splits in two. If you plug a machine into the wall and pay the power company, the machine has a maintenance cost, but the cost is met by an external hand. Cut the cord and it stops. That machine is an attractlet: it runs at cost, and the cost is paid from outside. A sovereign structure meets Condition 4 differently — it pays its own cost out of its own activity. A cell is not handed its energy; it makes the means to pay, by being a cell. The bill is not settled for it; it settles the bill itself.
So the tell is the direction the payment flows. Condition 4 is not satisfied merely because a structure costs something to run — everything costs something to run. It is satisfied when the structure is the one paying, out of work it does itself. Same bill, opposite verdict. The cost is universal; sovereignty is about who earns the money to cover it. And note that the currency need not be electricity at all — it may be energy, nutrients, attention, computation, effort, whatever the substrate trades in. The bill is always due; the question is always who pays it.
The near misses
A definition is worth exactly what it correctly excludes. Each of the following is a real structure that comes close, and each one fails on a different condition. That is the point: the four conditions are not restatements of one another, and reality supplies a clean counterexample to each.

Nothing is fully sovereign
This is where the word has to be handled carefully, because it invites a reading it does not deserve.
Sovereignty is not self-sufficiency. It never was. The impossibility of closed-system persistence is one of the framework's ontic primitives: the continued existence of any structure is conditional on ambient inflow. A forest is a sovereign attractor and it still needs the sun. A cell is sovereign and it still needs to eat. Take away the throughput and both of them stop, exactly as the engine stops.
So sovereignty does not mean independent. It means the loop is closed on the inside, the boundary is the structure's own, and the structure is the one paying. What comes in from outside is raw material and raw energy. What is done with it is the structure's own work. Sovereignty is a claim about who is doing the structuring, not a claim about needing nothing.
Structuring Autonomy (ξ). There is a real gradient hiding behind the ordinary use of "more sovereign," and it is not sovereignty. A candle needs wax, which is already an ordered hydrocarbon that something else assembled. A forest needs photons and air, and does the ordering itself. Both draw throughput. They differ in how raw the input can be, because they differ in how much of the structuring the system supplies internally. That quantity is named Structuring Autonomy. It is graded, it is bounded below by the throughput floor, and it can never reach zero need. Maximally autonomous, never free. It is entered in the canon as a candidate construct: the concept is fixed, the measurement is not yet ratified, and nothing downstream should be built on it until it is.
Why the word is kept
Because the threshold is real, and it is the thing the framework is actually about. A structure that closes its own loop, carries its own history, makes its own boundary, and pays its own cost is categorically different from one that borrows any of those. That difference does not come in degrees. Either the loop is closed on the inside or it is not.
What comes in degrees is how much of the world's ordering a structure has taken over from the world. That is Structuring Autonomy, and it is a separate question. Sovereignty is the threshold. Autonomy is the direction. Nothing crosses either one for free.
